This flyer provides an overview of the new federal alien registration process which began on April 11, 2025, and outlines who is required to register and the potential legal implications for non-citizens.
The administration contends that all noncitizens—tourists, workers with valid visas, lawful permanent residents, undocumented individuals, etc.—are subject to a 1940 law requiring that noncitizens not only “register” with the federal government, but also carry “proof of registration” at all times. It is unclear exactly how this law will be enforced, and by whom, but civil and criminal penalties are provided.
The flyer addresses key questions about registration deadlines, required documentation, exemptions, and the risks of non-compliance. It also emphasizes the importance of consulting with a qualified immigration attorney before taking any action, as registration may carry significant legal consequences for certain individuals.
